Letters from Our Partners & Stakeholders
Secretary Harry M. Lightsey III

South Carolina’s economic momentum is driven by the strength and innovation of our business community. From record export growth to new investments statewide in 2025, our economy is expanding because entrepreneurs and companies continue choosing South Carolina as a place to launch, grow and build a legacy.
Small businesses remain at the heart of this progress — representing more than 99% of companies within our borders and creating opportunities in communities of every size. The South Carolina Department of Commerce is proud to partner with the SC Small Business Development Centers to elevate the entrepreneurs and small businesses that call our state home.
The 2025 SC SBDC Annual Report highlights the many ways the SC Small Business Development Centers support these entrepreneurs through expert guidance, strategic partnerships and access to critical resources.
Together, we are strengthening South Carolina’s business ecosystem and building lasting economic choices that will benefit our citizens for generations to come.

District Director Melissa Lindler

As the U.S. Small Business Administration’s South Carolina District Director, I am honored to recognize the outstanding work of the South Carolina Small Business Development Centers (SBDC) and their continued impact on our state’s small business community.
In 2025, the SBDC network remained a cornerstone of South Carolina’s economic growth—providing trusted, no-cost advising and high-quality training to entrepreneurs across our state. From helping aspiring business owners launch with confidence to guiding established firms through expansion, innovation, and market shifts, the SBDC has consistently delivered results that strengthen our local economies.
This year, we saw continued emphasis on access to capital, operational resilience, and strategic growth. Through strong collaboration with lenders, resource partners, and economic development organizations, the SBDC has helped small businesses navigate challenges while positioning themselves for long-term success. These efforts align closely with the SBA’s priorities, including the Made in America Manufacturing Initiative, workforce development, and expanding opportunities in rural communities.
The success reflected in this report is a testament to the dedication of SBDC leadership, consultants, and partners who work tirelessly to meet the evolving needs of South Carolina’s entrepreneurs. Their commitment to excellence ensures that small businesses not only start—but grow, compete, and thrive.
SBA is proud to partner with the SBDC and remains committed to supporting their mission through collaboration, resources, and a shared vision of empowering America’s small businesses.
Together, we are building stronger businesses, stronger communities, and a stronger South Carolina.
Melissa Lindler
